An "oldie" but still useful, so here it is again.

Click on the SHUTDOWN button and simultaneously press the SHIFT key.

If you hold down the Shift key while clicking on the SHUTDOWN button, your system will restart Windows without restarting the Computer.

Sometimes the term "HOT REBOOT" is used for this.
